Tite Kubo's original Bleach manga runs for 74 numbered volumes. Volume 1 begins Ichigo Kurosaki's story and Volume 74 contains the conclusion of the main series.

Is the Bleach manga finished?
Yes. The main Bleach manga is complete. Volume 74 is the final numbered volume, so the full original story can be collected from beginning to end.
Other Bleach novels and related publications are separate extras. They do not change the 74-volume count of the main manga.
How many Bleach 3-in-1 editions are there?
The complete omnibus range contains 25 physical books, but there is one small detail that causes confusion.
Books 1 to 24 each contain three original manga volumes. After Book 24 has collected Volumes 70, 71 and 72, only two volumes remain. That means Book 25 contains Volumes 73 and 74 as a final 2-in-1.
So why do people still call it the Bleach 3-in-1 edition? Because that is the name used for the wider omnibus range. The final book simply contains two volumes instead of three.

No. The 20th Anniversary Edition is an alternate edition of Bleach Volume 1. It does not create a new Volume 75 or add extra story to the main series.
If you already own standard Volume 1 or the first 3-in-1, check the edition before buying so you do not accidentally duplicate the opening material.
